CodeLedger is a local context control plane for AI coding agents that scores repository files across weighted signals and delivers bounded, task-relevant context bundles within a token budget. It records successful patterns as institutional memory for session continuity and cross-agent learning, and includes governance features like scope-violation and edit-loop detection. The server exposes MCP tools for Claude Code, Cursor, and Windsurf, runs entirely locally via stdio with no external transmission, and stores state in a per-repository directory.
