A single-plugin marketplace for the token-aware job scheduler — a fair, defensive guardian for a solo builder's usage meter. It estimates a wide fan-out's cost (with a converging estimate→actual EWMA), gates every throttled wave against the LIVE rolling rate-limit window (fail-closed), halts before a paid lockout, and resumes cheaply from a per-job ledger — with supervised off-peak runs that reserve a morning allowance. The standalone Rust successor to idea-to-production CONCIERGE's bash token-scheduler: one tested static binary (tf), proven byte-for-byte against the original. Install it alongside any marketplace; it stands alone.
